EXHIBIT B: ANTENNA SPECIAL CONDITIONS OF OPERATION STATEMENT GCI Communication Corp (hereafter referred to as GCI) is applying for a blanket license for the Norsat International Newslink 3200 1.0m antenna. Exhibit C to this application presents the manufacturers +/- 9 degree antenna plots. These plots show both an older mask (based upon 2008 and earlier editions of 47CFR Part 25.209; applied to the antenna plot by the antenna manufacturer) and an updated mask (based upon the 2009 edition of 47CFR Part 25.209; applied to the antenna plot by GCI). The 2009 regulations 25.209 (1) states that the mask will be 29–25log10θ dBi for 1.5° ≤ θ ≤ 7° for Ku-band antennas. Under the new regulations the antenna is compliant with 47CFR Part 25.209 in the 14.0 GHz to 14.5 GHz band. The antenna does not meet the FCC regulations (any edition of 47CFR Part 25.209) in the 11.7 GHz to 12.2 GHz band. As such, GCI agrees to accept any adjacent satellite interference in the 11.7 GHz – 12.2 GHz band as a result of the performance of the antenna. The applicant understands that adjacent satellite interference protection applies only to the extent of the criteria set forth in §25.209.
