Through this email, Blue Marble clarifies how it will operate its ESV network. Specifically, Blue Marble agrees to NSF’s request that it turn off the Blue Marble ESV transmitters in the 14.47-14.5 GHz band whenever its hosting ship platforms come within 125 km of Mauna Kea. Blue Marble also certifies that its terminals are capable of shutting off in the 14.0-14.2 GHz band automatically. 12/17/2010

It seems to me that Blue Marble should be able to operate at lower frequencies when close to Mauna Kea and it would avoid the need to coordinate through the IRAC. The amendment and the STA along with the accompanying filing receipts are attached. The amendment and the revised STA reflect our discussions with Hsing and the power levels have been revised to reflect appropriate and consistent levels. Please let us know if you have any questions.
