The US Army has requested we no longer provide the license for the Earth Station located at Ft. Bragg, NC since they own the station and equipment. As it was explained to us from both the FCC and National Telecommunications and Information Administration (NTIA) under the Department of Commerce, the requirement for the FCC license is based on who owns the equipment regardless of who operates it. The US Army Ft. Bragg RHN terminals are owned by the government (DoD) and are authorized for use through the NTIA versus the conventional FCC channels. The fact that contractors have been "required" to hold the FCC licenses was more of a protective measure for both the government as well as the contractor that operated and maintained the commercial SATCOM terminals. NTIA has a Spectrum Management responsibility for government communications platforms and works hand in glove with the FCC. The FCC doesn't license Government entities, however US Gov entities can (and have) followed the procedures in Chapter 8.3 of the Redbook (NTIA Manual of Frequency Management) to get operating authorization for satellite earth stations. NTIA does the coordination with the FCC on location, antennas, etc. On line Redbook chapter 8 here: http://www.ntia.doc.gov/osmhome/redbook/8.pdf. With the new contract started in April 2014, the FCC license requirement was removed due to the change in the contractor’s role from sole operator, to Tier II support. The US Army is now the operator.
