                  Request for Approval to use Non‐Routine Earth Station Antenna
                               and Waiver of Requirement to Exhibit
                   Antenna Radiation Plots as Required in Section 25.132(b)(3)



Section 25.132(b)(3) of the Commission’s rules requires that antenna radiation gain pattern
measurements be provided as exhibit to application if specified antenna does not meet all requirements
of Section 25.209.

Pursuant to the Part 25 Earth Station Fifth Report and Order, the International Bureau (Bureau) provides
a List of Approved Non‐Routine Earth Station Antennas. Specifically the website
http://www.fcc.gov/ib/sd/nresa lists non‐routine earth station antennas licensed for use by one or more
U.S. earth station operators since March 15, 2005.

“The Commission has ruled that an Earth station applicant proposing to use an antenna on this list may
no longer be required to attach antenna radiation plots as an exhibit to their applications, as required by
Section 25.132 (b)(3) of the Commission's rules, 47 C.F.R. § 25.132 (b)(3). Rather, they need only to
provide an attachment to their applications citing the particular non‐routine earth station antenna they
plan to use, and an application file number and call sign of a license in which that type of non‐routine
antenna has been previously approved”

Universal Space Network is proposing the use of a Prodelin 3.8 meter model 1385 antenna for this
application. This antenna is the newer version of the Prodelin 3.8 meter model 1383 and has identical
sidelobe performance, frequency, and gain specifications as the 1383. The vendors specification sheets
are attached as exhibit D (1383) and exhibit E (1385).


While the newer 1385 has yet to be added to the “Approved Non‐Routine” list, its predecessor the
1383 has been licensed many times, with the first six (6) as referenced in table 1 below.

Accordingly, Universal Space Network requests a waiver of the section 25.132 requirements and
approval of use of the Prodelin 1385 antenna for this license application. The antenna pattern
measurements have also been attached as exhibit F which should comply with the requirements of part
25.132 should the commission not waive this requirement.
