Exhibit A Galaxy Broadband Communications, Inc. Form 312 Application January 2010 Description Galaxy Broadband Communications, Inc. (“Galaxy”) hereby applies to the Commission for authority to deploy via blanket licensing two types of VSAT remote terminals in the United States. Both types of terminals will be operated with Galaxy’s hub earth station in Mississauga, Ontario, Canada. The sole point of communication for all of the earth stations is Intelsat’s U.S.- licensed Galaxy 16 satellite at 99º W.L. Pursuant to Section 25.271(c)(5) of the Commission’s rules, Galaxy identifies the following point of contact within the United States (available 24 hours a day, 7 days a week) with the ability to shut off any earth station within the VSAT network immediately upon notification of harmful interference: Tarun Rawat Hughes Network Systems 11717 Exploration Lane Germantown, MD, 20876 (301) 428-1663 In addition, the remote control point for the terminals, Galaxy’s hub earth station and Network Operations Center (“NOC”) in Mississauga, Ontario, Canada, is staffed on a 24 hours a day, 7 days a week basis by technicians capable of ceasing the operation of any remote terminal in the network.
