          At the request of Comtech Mobile Datacom Corporation ("Comtech") and with respect to
the blanket MET license applications in the file numbers captioned above, Inmarsat, Inc.
("Inmarsat") provides the following information.

        Comtech services provided over Inmarsat spectrum are provided on leased channels
using dedicated frequencies. The Inmarsat network uses frequency management techniques to
ensure that communications from Comtech user terminals do not operate on frequencies assigned
to and cannot cause interference to services provided in the GMDSS or the AMS(R)S.
