Dear Ms. Dortch:

Sirius XM Radio Inc. (“Sirius XM”), pursuant to Condition 197(d) of the above-referenced earth
station authorization, hereby notifies the Commission that it performed on-station telemetry,
tracking, and command (“TT&C”) operations in the 4/6 GHz band for the Sirius FM-1, -2, and -
3 space stations using this station.

Due to antenna failures and maintenance problems experienced by Sirius XM’s primary TT&C
earth stations in Quito, Ecuador and Utive, Panama, Sirius XM commenced backup TT&C
operations using the Ellenwood, Georgia earth station on June 24, 2009.1 Sirius XM anticipates
that it will need to continue such operations for more than five days and today, will file a request
for special temporary authority to seek such authority.
