EchoStar Satellite Operating Corporation (ESOC) seeks to operate a new 13.2 meter transmit/receive earth station with its DBS satellites. On November 15,2007, ESOC received Commission consent to assign certain earth station licenses to EchoStar Holding Corporation. (See, e.g., File No. SES−ASG−20071108−01577) Once the assignment has been 9
