                On April 3, 2008, TerreStar Networks Inc. ("TerreStar") submitted comments
        coiicerning the above-referenced application filed by New I C 0 Satellite Services G.P.
        (''LCO'') for authoritv to operate ancillary terrestrial component (" ATC") base stations
        a i d dual mode mol& satellite service ("MSS")/ ATC mobile terminals using 2 GHz
        MSS frequencies it is authorized to use pursuant to a letter of intent authorization.
        1CO's application included requests for waiver of various ATC technical rules.

               111 its comments, TerreStar supported ICO's application and waiver requests,
        with the exception of a small number of waiver requests that TerreStar stated it was
        evaluating for interference potential and clarifying certain inter-system issues with ICO.
