Dear Ms. Crandall:

On May 23, 2007, Intelsat LLC (Intelsat) filed the above—captioned license application for a fixed—satellite
service earth station that will use a 13.10 meter antenna‘ in the Ku—band." Using this earth station, Intelsat
proposes to use this earth station to communicate with ALSAT—designated satellites. For the reasons
stated below, we dismiss the application as defective without prejudice to refiling."

Section 25.112 of the Commission‘s rules, 47 C.F.R. § 25.112, requires the Commission to return, as
unacceptable for filing, any earth station application that is not substantially complete, that contains
internal inconsistencies, or that does not substantially comply with the Commission‘s rules. Intelsat‘s
application does not comply with the Commission‘s rules, which renders it unacceptable and subject to
dismissal. The deficiency is as follows:

In response to item E49 of Schedule B, Intelsat lists a maximum equivalent isotropically radiated power
(eirp) density per carrier for emission designator 36M0G7W of the transmit frequency as 44.8
dBW/4kHz. This value is less than, and therefore inconsistent with, the average value of 45.45
dBW/4kHz that we calculate using the 85.0 dBW eirp value Intelsat provides in response to item E48 of
Schedule B and the 36 MHz bandwidth from item E47 for the corresponding emission. Given this
inconsistency, we cannot determine the proposed emission power.




      In response to item E42 of Schedule B, we note that Intelsat should list the receive frequency for the antenna
gain as 12 GHz rather than as 11 GHz.

information, it need not pay an application fee. See 47 C.F.R. § 1.1109(d).

Accordingly, pursuant to Section 25.112(a)(1) of the Commission‘s rules, 47 C.F.R. §25.112(a)(1), and
Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R. §0.261, we dismiss
Intelsat‘s applications without prejudice to refiling.
