The license grant states the following: The required date of completion of construction and commencement of operation is Tuesday, March 16, 2010 (3 AM Eastern Standard Time). Grantee must file with the Commission a certification upon completion of construction and commencement of operation. H. Special and General Provisions 284 L—3 Communications must maintain records of the location ofits mobile earth station in longitude and latitude; transmit frequency, channel bandwidth, and satellite used for a period of not less than one year. Records will be recorded at time intervals no greater than every 20 minutes while the mobile earth station is transmitting. The earth station operator will make this data available upon request to a coordinator, fixed system operator, fixed—satellite system operator, NTIA, or the Commission within 24 hours of the request. L—3 Communications must also maintain logs ofall alleged incidences of interference, the stations involved, and the outcome ofthe incident. L—3 is modifying its equipment to accommodate the data logging requirement.
