L—3 plans to complete all necessary developments and comply with all of the conditions prior to commencing operations of the terminal under this license grant. ; Per the ordering clause (item e, section V, DA 09—587) we are specifying a person as a point of contact for discussing interference concerns with other licensees or U.S. Government agencies. We request a waiver of the requirement (item e, section V, DA 09—587) that the point of contact information be provided "within 30 days of the release of this authorization". As noted above, additional development is required prior to commencing operations of the terminal and as such we believe that the point of contact should not actually be necessary until operations begin.
