The referenced filing was accepted for Public Notice on April 4, 2007. We will address the reply
comments of ViaSat herein. It is our position that the reply comment does not provide justification
to halt the license grant. We request that the license be granted based on the substantial
information already filed with the FCC.


Background

L3 has filed an affidavit signed by both Intelsat and SES Americom stating their acceptance of the
technical brief and the proposed operational plan.

"ViaSat does not object to a grant of L3 Titan‘s application, however, the authorization should be
appropriately conditioned‘
          (i) to limit the terminal from operating within a network of similarly non—conforming
          terminals, and
          (ii) to require L3 Titan to maintain tacking data consistent with the requirement in the
          Commission‘s rules for ESVs."


Viasat Comments

We have reviewed the comments filed by ViaSat and provide the following in response:

     1.   "The commission should review the networking aspects of L3 Titan‘s proposed modem
          before it is employed in a Network"

              a.   L3 Titan is willing to accept a condition for this single earth station license to limit
                   the terminal from operating within a network of similarly non—conforming
                   terminals. L3 Titan will file additional information in a future filing for VSAT or
                   networked operations.

      2.   "Locational Record—Keeping Requirements Should Apply to a Single Antenna"

              a.   Should the FCC rule to require records for VSAT networks and/or for single earth
                   stations, then the mechanisms specified by the FCC will be added to the system
                   to ensure compliance.

We respectfully request that the FCC grant a license for a single earth station.
