    Applicant seeks authority to operate up to two million (2,000,000) portable handset mobile
    earth terminals to communicate with the TerreStar−1 mobile satellite, also known as
    CANSAT−24, at 111.1 WL. The terminals will transmit in the 2000−2020 MHz band and will
    receive in the 2180−2200 MHz band. The Commission has issued a letter of intent
