RE:            Coordination Agreement with RaySat


The Electromagnetic Spectrum Management Unit of the National Science Foundation has
drafted a coordination agreement with RaySat regarding the use of their mobile satellite
terminals in the vicinity of NSF—sponsored radio astronomy observatories in the continental
United States. Before signing, the coordination agreement must be reviewed at multiple levels
within the NSF, but based on previous experience with similar coordination agreements
between NSF and the operators of airborne satellite terminals in this band, we do not anticipate
any significant objections to the NSF/RaySat agreement as written. We recognize RaySat‘s
need to inform the FCC in a timely manner of the status of its coordination efforts with NSF. It is
our expectation that NSF will sign the final coordination agreement within approximately 60
days.
