On November 15, 2005, Vision Accomplished, Ic. @b/a Transvision International(Transvision
Internationa)filed an applieation to operate a new temporary—fixed Conventional C—Band" carth
station that will communicate with ALSAT—designated satlftes. Porsuant to Section
25.112@@) ofthe Commission‘s rules, 47 C.F.R. §25.112(a)(1), we dismiss the application as
defective
 We note that on FCC Form 312 Schedule B, the application indicates thatthe Maximum EIRP
 Density per Carrier is 45.10 dBW/4 KHz for emission desiznator 36MOFYF and the Maximum
Transmit Anterna Gain is 4.9 dBi. Usingthis nformation, we compute a maximum input power
density intothe antenna flange of—0.5 dBW/4 kHz. This exceeds the —2.7 dBW/Akitelevel
clizible fo routine processing in 47 C.F.R. §25.212(d(2). Earth sttions operating at nor—routine
power levels must include the certifiations as described in Section 25.220(e¥1) ofthe
Commission‘s rles, 47 C.F.R. §25.220(e)(1) and mustidentify the specific sateltesfor which
the earthsation intends to communicate. Finally, in tems ES7 and E59 of Schedule B, you lit
the East and West elevation angles as 0 degrees. Section 25.205 of the Commission‘s rules
however,indicatesthaterth station antenna‘sshall not be normallybe authorized for
transmissionat angles lessthan 5 degrees measured from the horizontal lane. Accordingly, we
dismis   the appli       as defective
