Dear Mr. Barker
On October 14, 2005, SES Americom, Inc. (SES Americom) filedthe above—captioned
applications for two 13.1 meter anterna earth stationsfor feeder linksin the Broadcast Satelte
Service(BSS) using the 12.2—12.7 GHz (receive) and 17.3—17.8 GHz (transmit)bands. Pursuant
to Section 25.112@1) of the Commission‘s rules, 47 CFR. §25.112(a)(1), we dismiss both
applications asdefectiv.
Specifically, Form 312 Schedule B of both applications,indicates that the only Points of
Communication for the proposed earth stations are ALSAT—designated satelites. Only those
fined—satelteservice earth stations that are two—degree compliant and that operate in the 3700—
4200 MH, 5925—6425 MHe, 11700—12200 MHz, or 14000—14500 MHz bands can request
ALSAT as a point ocommunication. Because your proposed operations do not allinto this
eategory, your application must specify specific satellte or stelites with which your proposed
BSS earth stations seek to communicate." Since you did not provide this information, we are
dismissing both applications as defective.
Further,please note with respectto any refiling, that earth sttions transmiting in 17.3—17.8 GHz
band aresubject to Appendix 30A ofthe TTU Radio Regulations. The Maximum EIRP per
carrier under Appendix 30A is 87.4 dBW. This is 14 dB less than the Maximum EIRP per
carrier (Question E4) you indicated for your 36MOG7W emission.
