Dear Mr. Shutr:

On July 2, 2005, National Digital Television Center, nc.filed the above—captioned
application for authority to operate a Fixed Earth Station in the Extended C—Band" and L—
Band.* Pursuant to Section 25.1 12(@)(1) of the Commission‘s rules, we dismiss this
application as defective without prejudice to refiling for failure toidentify the specific
points of communication for the use of the Extended C—band and L—band frequencies.
In Schedule B, you identify ALSAT as the only point of communication. Fixed—satellite
service earth stations which are two—degree compliant and operating in the 3700—4200
MHz, 5925—6425 MHz, 11700—12200 MHz, or 14000—14500 MH bands can request
ALSAT as a point of communication. However, earth stations that seek to operate in the
L and Extended—C bands must specify the satellite or satelites with which they seek to
communicate." Since this information was not provided in your application, we are
unclear as to the intended points of communication for your earth station and your
application is therefore incomplete.
