            Dear Ms. Dortch,

                           EchoStar Satellite       ting Corporation ("EchoStar") respectfully requests that the
            International Bureau expeditiously      gri t its January 19, 2006 request for a reduction ofthe $3 million
            bond payable on EchoStar‘s earth statipn authorizations to communicate with the Canadian—licensed
            Anik F3 satellite at 118.7° W.L.‘ EchgStar notes that, on July 10, 2006, Telesat Canada submitted a
            confidential and redacted copy of is efntract for the construction of Anik F3 in this proceeding. In
            addition, EchoStar hercby submits a      ch 22 letter from Telesat Canada confiming that all critical
            design reviews, and all payments        ated with such reviews, have been made to its satellite
