Ms. Spriggs,

Thanks very much for your help in resolving the processing of application file
no. SES-LIC-20040804-01090 and the associated STA request SES-STA_20040809-
01114.

I am forwarding the engineer's calculations (we used Comsearch for this) and
rationale for why the power levels will not exceed what is allowable under CFR
25.203.

I would be grateful if you could review and let me know whether the application
can be processed or requires some additional action.

Thank you,

Nina Beebe

Nina,

I spoke to Ken Ryan yesterday about the FCC's concern for their monitoring site
in Hawaii, and we reviewed CR 25.203(g). We then calculated the power flux
density for the Hickam earth station toward the Waipahu, Hawaii monitoring
station and determined that it is well below the maximum level as specified in
CR 25.203(g).

I have attached the our calculations to this e-mail.

Please call me at (703) 726-5660, if you have any questions.

        Jeff Cowles
