 Dear Mr. Barker :

          On July 16,2004, SES Americom, Inc. (“SES Americom ”) filed applications for
 authority to operate Ka-Band Earth Stations in Mount Airy, Maryland and Somis, California to
.communicate with satellite AMC-15 at 105 O W.L.’ To enable review of these applications, we
 require that SES Americom amend the applications by October 13,2004 to respond the issue
 detailed below:

         We did not find radiation patterns, required pursuant to 47 C.F.R. $25.138(d), in the
 applications. Please provide the required patterns as attachments to the amendments.

         Please show how the proposed operations meet the off-axis effective isotropic radiated
 power (“eirp”) density criteria of 47 C.F.R. 9 25.138(a). If the proposed application does not
 meet 47 C.F.R. 5 25.138(a), please include a petition for waiver of 47 C.F.R. 5 25.138(a) and
 affidavits from the operator of each satellite that might suffer harmful interference and is adjacent
 within six degrees of the points of communication identified by the applicant, attesting or
 declaring that each such operator is aware of and acknowledges the applicant’s proposed
 operation in the Ka-Band, and does not object to that operation.

         In any case, you will need to insure that all data provided is consistent2(e.g. the proposed
 eirp density is consistent with the proposed eirp and bandwidth, elevation angle is consistent with
 antenna location and satellite orbital location).

      Amendments were filed on July 2 1,2004 to correct the name of the proposed satellite.
     47 C.F.R. 0 25.1 12(a)(l).

        Failure of SES Americom to file these amendments by October 13,2004 will result in the
dismissal of the applications pursuant to 47 C.F.R. $ 25.112(c). Should there be any question
