  I called you yesterday to discuss the issues with the emission designator for
the earth station, and left a voicemail for you. Could you please return my


call today so that we can provide you with information sufficient to keep the
earth station application from being Dismissed without prejudice for re-filing?

  One of the matters I addressed briefly in the voicemail relates to the fact
that the earth station will be providing TT&C functionality for two DigitalGlobe
satellites. The TT&C for the first satellite, QuickBird, (already in orbit)
will be FM/AM modulated, while the TT&C for the second satellite, WorldView
satellite under construction, will be digitally modulated (angle modulated with
phase modulation).

  Thus, the emission designator for the TT&C with QuickBird will be 200KX1D    (if
would be 200KF1D, except that the earth station employs both FM and AM
modulation, FSK/AM).

  Meanwhile, the emission designator for the TT&C with the WorldView will be
256KG1D.

  Since the modulations for the two TT&C functions are both within the S-band
allocation for EESS (E-S) operations, we attempted to combine the two emission
designators into one designation. This is obviously what has spurned the
current situation. Please advise how we need to proceed with regard to
clarifying this situation so that the application is not dismissed.

    Hello, the application is still under review. We will have to get
clearance from NTIA due to the proposed frequencies. At this time, I need you
supply the correct type of modulation symbol pursuant to Section 2.201 of the
Commission's Rules. You specified in the application that the emission
designator for the transmitting frequencies is 256KX1D. However, as indicated
in Item E50 of the amendment that the type of modulation is digital. Therefore,
the correct modulation symbol must be the symbol that is for emission of pulses
as listed under Section 2.201(c ) other than "X" symbol. Should the modulation
is other than what is listed in Section 2.201(c), you must explain in writing.
Please take a look at the list of symbol under Section 2.201(c) and submit the
correct emission designator symbol by September 10, 2004 inorder for me to refer
to NTIA for coordination.

    Failure to submit this information, we will dismiss your application without
prejudice, pursuant to 47 C.F.R. Section 25.152(b) for failure to respond.

      Could you please advise regarding the status of DigitalGlobe's pending
earth station application for the site at Prudhoe Bay, Alaska (Site ID E040264)?

      We filed the initial application (SES-LIC-20040607-00808) on July 14, 2004
and the amendment application (SES-AMD-20040723-01039) on July 28, 2004.

      I have not seen any comments regarding the proposed earth station
application, and I thought that the application would be approved in today's
Daily Digest,--as it has been more than 30 days from the filing of the Amendment
application. However, the application was not in today's Daily Digest.

      If you could provide me with a status on the application, I would be
greatly appreciative. If you should have any questions, please feel free to
call me on the main office number or on my cell phone, both listed below.
