Petroleum License Corporation desires to license a C−band transmit/receive earth station to provide communication services to its client, BP Americas, Inc. (’BP’). BP operates the so−called ’MadDog’ oil platform in the Gulf of Mexico. BP will use these facilities to communicate with its corporate facilities in Houston, TX.
