   Dear Ms. Dortch:

          PanAmSat Corporation ("PanAmSat"), byits attorneys, hereby withdraws its
   Petition to Deny ("Petition")" the above—referenced application filed by Channel 2
   Broadcasting Company("Channel 2").

          After PanAmSat filed its Petition, Channel 2 amended its application and
   supplementedits technical showing.2 PanAmSat is withdrawing its Petition based on
   the changes and clarifications that Channel 2 has made. PanAmSat stresses that its
   withdrawal is based on the individual facts and circumstances of this case, and no
   inferences should be drawn as to the positions PanAmSat might take in similar cases
   presenting some, but not all, of the facts that are present in this proceeding.
