Globalstar, L.P. is seeking authority for an earth station that would transmit and receive on spectrum licensed to L/Q Licensee, Inc., for use with the Globalstar MSS Above 1 GHz satellite system. The requested earth station consists of a high gain, transmit/receive antenna that will communicate with the Globalstar satellites. The purpose of this Exhibit D CERTIFICATION The Applicant waives any claim to the use of any particular frequency or of the electromagnetic spectrum as against the regulatory power of the United States because of the previous use of the same, whether by license or otherwise, and requests an authorization in accordance with this application. Globalstar, L.P. is seeking authority for an earth station that would transmit and receive on spectrum licensed to L/Q Licensee, Inc., for use with the Globalstar MSS Above 1 GHz satellite system. The requested earth station consists of a high gain, transmit/receive antenna that will communicate with the Globalstar satellites. The purpose of this facility is constellation maintenance and stationkeeping. For example, the earth station will be used in the process of in− orbit testing of the satellites, for life testing to determine whether performance has degraded in−orbit, and for review of system performance. 17
