Dear Sir or Madam:

As per title 47 part 17 subpart C section 17.48 of the FCC Code of Regulations, this letter is to serve as
notification to the FCC for turning on the aircraft warning lights at the top of the Ku—band satellite
communications terminals located at Camp Roberts, CA. This will include both Ku—band terminals. The
Ku terminals maximum height is 9 AGL / 362.56 AMSL (meters) on a site elevation of 353.56 AMSL
(meters).

On 19 October 2004 the lights were turned off due to the loss of power to the antenna structure during
a facility uninterruptible power supply (UPS) upgrade. For safety purposes all power was removed from
the system to facility the removal of the existing UPS and the installation of the new UPS.

The Camp Roberts facility is located on a federal communications facility within a CA National Guard
base. The area within the federal communications installation is a "no fly zone".

The time of UPS upgrade completion was 16 November 2004. At which time the aircraft warning lights
were turned back on.

SSG Tompkins at Camp Roberts range control was notified of the current status of the warning lights.

Please reference the letter sent to you on 19 October 2004 advising the FCC of extinguishing the
aircraft warning lights.
