Dear Scott and Hsing,

In response to our telephone conversation and in answer to your inquiry, I have checked with my client, L-3
Communications IEC (“IEC”), regarding the documentation submitted with the ESV license application for E020160 (SES-
LIC-20020611-00939 and as subsequently amended). I am setting forth below my recollection of your inquiry and IEC’s
response.

1.    The exhibit attached on the most recent amendment application titled “Schedule B Calcs” is correct. IEC has
reviewed the exhibit and verifies that the headings for the data are correct.

2.    IEC has prepared further information in response to your request for updated and definitive compliance for Section
25.222 for the 8297 antenna. It is attached.

3.    The latest amendment adds an additional antenna and IEC has confirmed that both antennas are in fact on the
same ship. Both antennas transmit at the same time. They transmit and receive on different frequencies. Occasionally
one operates without the other but during the time of a test, they both operate. The two ESV antennas’ RF paths operate
independently. Systems engineering coordinates a frequency channel assignment for each ESV prior to any test.
