Dear Ms. Dortch:

        Submitted herewith, on behalf of L—3 Communications, Interstate Electronics Corporation
("IEC"), proposed applicant for the above—referenced Ku—Band VSAT network, is a supplement to the
above—referenced pending application.

         IEC requested a limited waiver of Section 25.222(a)(7) of the Commission‘s rules on August 10,
2005, to develop new software to comply with Section 25.222(a)(7). IEC had requested the waiver to
allow it to work with the satellite manufacturer to receive and install hardware changes. IEC now
requests a limited waiver of Section 25.222(a)(7) up to and including August 31, 2006. Attached is
Exhibit A setting forth a schedule of events involved in the development and installation of the new
software and demonstrates the need for a waiver until August 31, 2006, in order to complete the
installation.

        Grant of the waiver continues to allow IEC to provide a valuable communications link for use by
the United States Navy in support of the Trident nuclear missile program and so is in the public interest.
