Dear Secretary Dortch:

        On January 28, 2004, Wm. Howden and Andrea Kelly of the Satellite Division,
International Bureau, initiated a conference call to Mr. John Forsey, Director,
New Satellite Ventures & International Coordination, Telesat Canada (“Telesat”); Mr.
Robert Hanson, Maritime Telecommunications Network, Inc.; and Mr. Raul R.
Rodriguez, Leventhal Senter & Lerman PLLC, representing Maritime
Telecommunications Network, Inc., in connection with the above captioned application,
which is contested by Telesat. The purpose of the call was to advise the applicant that a
value for input power density listed in an analysis served on Telesat was materially
different from the value provided in Maritime Telecommunications Network’s
applications by an amount that suggested a typographical error, possibly a missing minus
sign, in the analysis. No response was invited and the call was concluded with a request
by Ms. Kelly that Mr. Rodriguez memorialize the conversation in a short filing with the
Commission that would also be served on other parties to this application.
