Application to Operate a VSAT Network
             File No. SES-lIC-20011130-02259
             Call Sign FOI 0332

Dear Ms. Dortch:

I am writing to you on behalf of Maritime Telecommunications Network, Inc. (“MTN”), an
applicant in the referenced proceeding. The purpose of this letter is to provide additional
information requested by Commission staff concerning the intended areas of operation of the Ku-
band earth stations on vessels that are the subject of this application.

MTN will operate Ku-band earth stations only on vessels that are larger than 300 gross
tons, which by design can only operate in oceans and other very large bodies of water and in deep
ports. More specifically, MTN intends to operate these earth stations on board vessels in the
Atlantic and Pacific Oceans, the Gulfof Mexico and in ports along the U.S. coastal waterways.
MTN also expects that there will be future requirements for operation in very large rivers such as
the Mississippi and large bodies of inland waterways such as the Great Lakes. If MTN, however,
were ever to operate in any other areas, including any areas within 100 km of Guam and!or White
Sands, New Mexico using the band 14.0 14.05 MHz, MTN commits first to coordinate such uses
                                               —

 with NTIA and the Commission.

I hope this statement regarding MTN’ s expected areas ofoperation will allow the
Commission expeditiously to complete the processing of MTN’s application for permanent
authority, as well as to grant the pending request for renewal of Special Temporary Authority.
Please call or write to me ifI can be of ftirther assistance in this matter.

                                                                  Respectfully yours,
