Dear Ms. Dortch:

Pursuant to Section 1.1206 of the Commission’s rules, 47 C.F.R. § 1.1206, DISH Operating
L.L.C. (“DISH”) submits this letter summarizing three separate meetings on October 27, 2014
with Diane Cornell, Special Counsel to Chairman Wheeler; Louis Peraertz, Legal Advisor,
Wireless, International, and Public Safety for Commissioner Clyburn; and Brendan Carr, Legal
Advisor, Wireless, Public Safety, and International for Commissioner Pai. Present on behalf of
DISH were Alison Minea, Director and Senior Counsel, Regulatory Affairs, and Jennifer
Manner, Vice President, Regulatory Affairs, for EchoStar Satellite Corporation.

During the meeting, we discussed DISH’s blanket earth station license application for United
States market access from the Canadian-licensed Ciel-6i payload at 103º W.L. We explained
how grant of DISH’s application will serve the public interest because it will permit DISH to use
the Ciel-6i payload to explore the provision of video and data services for the terrestrial wireless
broadband network planned by DISH. DISH also discussed the ITU priority of this slot and its
reliance on this priority in developing the innovative services planned for this spectrum.
