Pursuant to Section 1.1206 of the Commission’s rules, 47 C.F.R. § 1.1206, DISH Operating
L.L.C. (“DISH”) submits this letter summarizing a meeting on October 20, 2014 with staff from
the International Bureau, Satellite Division as follows: Jose Albuquerque, Chief; Karl
Kensinger, Deputy Division Chief; Chip Fleming, Chief Engineer; Stephen Duall, Policy Branch
Chief; Kathryn Medley, Engineering Branch Chief; Joe Hill, Engineering Branch; Lynne
Montgomery, Policy Branch; Rockie Patterson, Engineering Branch; and Merissa Velez. Present
on behalf of DISH were Alison Minea, Director and Senior Counsel, Regulatory Affairs; Hadass
Kogan, Associate Corporate Counsel; Jennifer Manner, Vice President, Regulatory Affairs for
EchoStar Satellite Corporation (“EchoStar”); and Pat Amodio, Director of Spectrum
Development for EchoStar.

During the meeting, we discussed DISH’s blanket earth station license application for United
States market access from the Canadian-licensed Ciel-6i payload at 103º W.L. We explained
how grant of DISH’s application will serve the public interest because it will permit DISH to use
the Ciel-6i payload to explore the provision of video and data services for the terrestrial wireless
broadband network planned by DISH. DISH also discussed the ITU priority of this slot and its
reliance on this priority in developing the innovative services planned for this spectrum.
