                 On February 7,2006, Andy Sukawaty, Chairman and CEO of
Inmarsat, Diane Comell, Viee President of Govemmment Affairs, Inmarsat, and Justin
Lilley, consultant to Inmarsat, met with Don Abelson, Rod Porter, Gardner Foster
Patricia Cooper, Bob Nelson, Cassandra Thomas, Karl Kensinger, Fem Jarmulnck,
Andrea Kelly, Howard Griboi®, ohn Martin, Steve Duall Richard Nunno, and Paul
Locke of the International Bureau.

               Inmarsat presented an overview ofthe company, ts current satelite
constelltion, and ts recent Inmarsat—t satelite,which willbe ready to provide
service over North America in the next few months. In the context ofthis discussion,
Mr. Sukawaty explained the benefitsthat Inmarsat‘s new Broadband Global Area
Network (BGAN) service would have for users in the United States,and urged that
the pending applications for authorityto provide BGAN service be approved
expeditiously. He noted that theissues that had been raised by MSV relating to
disputed spectrum in the L Band were not germaneto the pending license
applications, and should be addressed separately.
