Dear Chairman Martin:

It is my understanding that the next generation of satellite communications are being
developed that will allow public safety and emergency management organizations to
easily shift from traditional terrestrial cell phone service to satellite service if the existing
cellular facilities are destroyed by either a natural disaster or a terrorist attack.

As the Chairman of the Virginia House of Delegates Courts of Justice Committee and the
Vice Chairman of Virginia's Crime Commission, I view this new satellite technology as
an important tool in the effort to protect our citizens in case of natural or manmade
disaster.

I am told that this system will not be as effective if there is not an adequate distribution of
“L Ban Spectrum.” The deployment of this communications technology as a matter of
public safety and security, and it is my hope that you will thoroughly investigate this
matter and do everything you can to ensure that adequate access to the L band spectrum
is available.
