Dear Ms. Dortch:
         GMPCS Personal Communications Inc. (GMPCS), urges the FGCto grant the above—referenced
applications of Telenor Satelite, Inc. wihout further delay so thatit and other customers may continue to enjoy
the services provided by Telenor on the Inmarsat 4F2 satelite
         GMPCS currenty serves an extensive US based customer base (atleast 1,000 customers)that utlizes
Inmarsat services for use covering all of N. America. The customerit is comprised of a variety of vertical
industres including: [ publsafety/emergency response, DHS, American Red Gross, law enforcement (local,
state & federal) energy & power generation, miftary, oil & gas, commercial mariime and land transport, and
the list goes on J. Itisimperatve from our perspective that these existing customer continue to be served by
Telenor with the above referenced applications in the name of national securty, commerce and publi safety
       GMPCS also urges theFCG to allow Telenor to operateon a non—harmful interference basis in the U:
band radio spectrum.   Restrcting Telenor‘s access to L—band frequencies could adversely affect service
qualiy to the detiment of GMPCS and ts customers
