EXHIBIT E DESCRIPTION OF TRANSACTION The instant Form 312 application serves as notification of the pro forma assignment of Receive-Only Fixed C-Band earth station registrations E050186, E181066, E180979, and E180980 from Quincy Media, Inc. (“Quincy”) to WSIL License, LLC (“Assignee”). Assignee is a wholly owned, second tier subsidiary of Quincy. Notification to the International Bureau of the assignment from WSIL-TV, Inc. to Quincy was recently filed in IB File No. SES-ASG-INTR2019-00256. The instant pro forma application is related to the corresponding pro forma assignment of full- service stations WSIL-TV and KPOB-TV from Quincy to Assignee on FCC Form 316, recently granted by the Media Bureau in MB File No. BALCDT-20190211AAL. The pro forma transaction has been consummated as of March 4, 2019. Following is a summary depiction of the proposed pro forma transaction: BEFORE ASSIGNMENT AFTER ASSIGNMENT Quincy Media, Inc. Quincy Media, (Licensee of E050186, Inc. E181066, E180979, and E180980 ) (100%) WSIL Television Southern Illinois, Inc. (100%) WSIL License, LLC (Licensee of E050186, E181066, E180979, and E180980) This transaction is pro forma in nature because the transaction is a “corporate reorganization which involves no substantial change in the beneficial ownership” of the FCC licenses. See 47 C.F.R. § 73.3540(f)(4).

Internal corporate documentation was executed on March 4, 2019, to effectuate the assignment of FCC licenses from Quincy to Assignee. The attributable parties of WSIL Television Southern Illinois, Inc. and Assignee are made up entirely of attributable parties of Quincy. The qualifications of the attributable parties of Quincy were last approved on “long-form” by the Commission on December 20, 2018, in MB File No. BALCDT-20181031AAI.
