Exhibit F Nature of Request and Public Interest Statement By the instant application (“Application”), Commission consent is sought to the assignment of the licenses for Domestic Fixed Satellite Service Stations E090079 and E090080 (the “Licenses”) from Marshall Communications (“Marshall”) to Science Applications International Corporation (“SAIC”). Marshall and SAIC will be referred to herein as the “Parties”. The Parties seek Commission consent to the assignment of the Licenses to SAIC in light of SAIC’s ongoing operational responsibility with respect to these earth station facilities, which are currently used in connection with SAIC’s implementation of the NASA Integrated Communication Services (NICS) contract. These facilities were initially operated in conjunction with the implementation of Unified NASA Information Technology Services (UNITeS) contract, and then with respect to the Marshall Space Flight Center (MSFC) Information Technology Services (MITS) contract, and now the NICS contract, for which SAIC is the prime contractor charged with operational responsibility of the earth station facilities, and for which Marshall is not the subcontractor. Upon grant of the Application, the Licenses will be authorized in SAIC’s name and SAIC will continue to operate the stations in support of the relevant contract requirements. As demonstrated in the Application, SAIC has the qualifications necessary to become the Commission licensee for the stations. For all of the foregoing reasons, the Parties respectfully submit that the proposed transaction will serve the public interest.
