                     Letter of Explanation and Public Interest Statement

        The applicant, Universal Space Network, Inc. (“Universal Space Network”), requests
the assignment of its earth station in Rock Springs, Wyoming (call sign: E120040) to DG
Consents Sub, Inc. DG Consents Sub, Inc. is a wholly own subsidiary of DigitalGlobe, Inc.
(“DigitalGlobe”).

        DigitalGlobe wishes to purchase the earth station from Universal Space Network as
part of a consolidated business plan. The Wyoming earth station is currently licensed to
Universal Space Network under call sign E120040 to support DigitalGlobe’s space
station’s Worldview-1 and Worldview-2 (both under call sign S2129). Universal Space
Network is under contract to support DigitalGlobe’s satellites on a daily basis. The daily
use of the earth station and will remain the same as it is used today by Universal Space
Network.

        DG Consents Sub, Inc. is well qualified to hold this earth station license as it is the
current holder of two other earth station licenses for DigitalGlobe (E950499 and E040264)
also communicating with S2129. The assignment request is prefatory to the planned
consolidation of DigitalGlobe assets in a more efficient manner. The proposed assignment
will serve the public interest by facilitating continuity of DigitalGlobe’s remote sensing
service to its customers in a more cost-effective manner.
