Dear Madame Secretary:

       On May 2, 2013, Telesat Canada (“Telesat”) filed the above-referenced
application seeking consent to the assignment of its earth station license E100110 to
Arctec Alaska JV (“Arctec”). By this correspondence, the parties seek to amend the
subject application and to supplement the file record as described below.

(1) Amendment to change the response to Question A20

       An error was made in responding to Question A20 of the Form 312. The answer
to the question should have been “yes,” not “no.” Accordingly, the parties are hereby
changing the response to Question A20 and providing below the related ownership
information that such a response to the question requires for the assignee.

(2) Ownership information relating to Arctec and its affiliates

     Assignee hereby supplements the above-referenced application to provide
ownership information relating to it and its affiliates.

       Assignee is a joint venture between Primus Solutions Inc. (“Primus”), which
holds 51% ownership, and ATCO Structures & Logistics Ltd. (“ATCO”), which holds
49% ownership.

       Primus is a corporation formed in the United States and is itself a wholly-owned
subsidiary of ASRC Federal Holding Company (“ASRC Federal”). ASRC Federal is a
wholly-owned subsidiary of Arctic Slope Regional Corporation (“ASRC”). ASRC is a
private, Alaska-native corporation formed in the United States and is owned by

approximately 11,000 Iñupiat Eskimo shareholders, of whom no single shareholder has
a 10% or greater ownership interest.

      The administrative ASRC headquarters are located at the following address:

        The primary business of ASRC is the provision of U.S. government services
(logistics, facilities management, and operations and maintenance) related to petroleum
refining, construction, and energy activities.

       ATCO is a Canadian corporation, which itself is a wholly-owned subsidiary of
ATCO Group. Alberta-based ATCO Group is a Canadian corporation and is a publicly-
traded company on the Toronto Stock Exchange. No single shareholder has a 10% or
greater ownership interest.

      The ATCO headquarters are located at the following address:

      The primary business interests of ATCO include utilities, energy, emerging
