FCC Form 312 Exhibit 2 RESPONSE TO QUESTION A21: NATURE OF TRANSACTION AND PUBLIC INTEREST This application seeks FCC consent to the non-pro forma assignment of the license for fixed earth station network E100110 from Telesat to Arctec Alaska JV (“Arctec”). Telesat had initially licensed and constructed the network in anticipation of offering digital communication services over the Anik-F2 and Anik-F3 satellites, both of which are licensed to Telesat. Since its completion and activation, Telesat has provided capacity on the network exclusively to Arctec, which uses the capacity in support of communications needs in and around Joint Base Elmendorf-Richardson, Alaska. Authorizing the proposed assignment of license would be in the public interest because it would enable Arctec to continue supporting these valuable communications.
