EXHIBIT F PUBLIC INTEREST STATEMENT ConocoPhillips Communications Inc. (“ConocoPhillips”) submits that the assignment of the satellite earth station referenced herein to Phillips 66 Communications Inc. (“Phillips 66”) is consistent with the public interest, convenience and necessity. Phillips 66 will be a publicly traded, widely-held company and will continue to provide KU-band satellite service in the vicinity of Bartlesville, Oklahoma. The established system in place in Bartlesville for which consent to the assignment is request provides communications support for the exploration, production, transportation and refining of oil and natural gas resources to meet America’s energy needs. These operations require safe and highly reliable telecommunications systems. The satellite earth station provides a critical communications link for these operations. Phillips 66 submits that it will continue to provide the existing service as the company continues its operations. For the reasons stated above, ConocoPhillips submits the public interest will be well served by the expeditious grant of this application.
