Exhibit F: Public Interest Statement (Response to A21) The conversion of General Dynamics Satellite Communications Services, Inc. (Licensee) from a corporation to a limited liability company will maximize the tax efficiencies of Licensee as a subsidiary of General Dynamics C4 Systems, Inc. No disruption of ordinary operations is anticipated. The Licensee’s ultimate parent, General Dynamics Corporation (General Dynamics), is a major provider of satellite communications solutions to both the government and private sectors. Granting this application will serve the public interest by enabling General Dynamics to operate efficiently and continue to provide the best value to its public and private customers.
