FCC licensees Channel 7 of Detroit, Inc. and Tampa Bay Television, Inc. (“SHBC Subsidiaries”)
are 100% owned by FCC licensee Scripps Howard Broadcasting Company (“SHBC”). The
instant assignment applications of the SHBC Subsidiaries are part of a two-stage process.

First, the SHBC Subsidiaries will assign their earth station authorizations to SHBC, and then
SHBC in turn will assign all its authorizations to a co-owned entity, Scripps Howard Publishing,
Inc. (“SHPI”).

All the existing and proposed licensee companies are under the control of The E.W. Scripps
Company (“Scripps”), which is the 100% owner of SHBC and SHPI). A diagram showing the
corporate structure of the licensees before and after the first transaction (the assignment from
the SHBC Subsidiaries to SHBC) is provided below.
