No change in technical facilities or usage will occur as a result of the assignment of the licenses. E990189, E950385 and E950430 are used in conjunction with KOIN(TV), Portland, Oregon. The proposed assignment will allow KOIN(TV) to continue to provide service to viewers without interruption. 15
