Dear Ms. Dortch:

      .On October 29,2004, MCI, Inc. ("MCI") filed an application for the pro forma
assignment of the above-referenced satellite earth station authorizations from MCI W orldCom
International, Inc. ("MCI International") to MCI World Com Network Services, Inc. ("MCI
Network Services").! The application was filed as part of MCl's overall plan to consolidate its
wholly-owned domestic subsidiaries, pursuant to the Plan of Reorganization confirmed by the
United States Bankruptcy Court for the Southern District of New York. The Commission
granted the application on December 23,2004.2

       Under the Commission's rules, MCI had sixty days, or until February 23,2005, to
complete the assignment.3 On February 16, 2005, MCI requested an extension of time until
April 22, 2005, within which to complete the assignment,4 due to the fact that the merger
described in the application had been delayed. On April 20, 2005, MCI requested a further
extension of time until June 21, 2005, within which to complete the assignment,S because the
merger had been further delayed.

       The names of these two subsidiaries have recently been changed to MCI International
Services, Inc. and MCI Network Services, Inc. In accordance with the Commission's rules,
formal notice of these name changes is being filed under separate cover.
