         S atellite Earth Station Authorizations E88 1473, E88 1474, KA414 & KA77 from
         MCI WorldCom International, Inc. to MCI WorldCom Network Services, Inc. —
         IBFS File No. SES—ASG—20041104—01703

Dear Ms. Dortch:

         On October 29, 2004, MCI, Inc. ("MCI") filed an application for the pro forma
assignment of the above—referenced satellite earth station authorizations from MCI
WorldCom International, Inc. ("International") to MCI WorldCom Network Services,
Inc. ("‘Network Services"). The application was filed as part of MCI‘s overall plan to
consolidate its wholly—owned domestic subsidiaries, pursuant to the Plan of
Reorganization confirmed by the United States Bankruptcy Court for the Southern
Districit of New York. The Commission granted the application on December 23,
2004.

         Under the Commission‘s rules, MCI had sixty days, or until February 23, 2005,
to complete the assignment.2 On February 16, 2005, MCI requested an extension of
time until April 22, 2005, within which to complete the assignment," due to the fact
that the merger described in the application had been delayed. It now appears that
the merger continues to be delayed and will not occur before April 22, 2005. An
additional extension of time to consummate this pro forma assignment is therefore
desired.
