                                   Description of Amendment

       Viasat, Inc. (“Viasat”) amends its pending application File No. SES-MOD-20180206-
00088 to modify its earth station located in Pendergrass, Georgia (Call Sign E160161) to add a
request to extend the date of commencement of operation identified on the license. In addition,
Viasat provides information regarding the satellite point of communication requested in the
pending modification application.

        The pending modification application seeks to add narrowband emission designators that
will be used to communicate with the General Atomics Orbital Test Bed (“OTB”) Earth
Exploration Satellite Service (“EESS”) non-geostationary orbit (“NGSO”) satellite during
telemetry, tracking and control (“TT&C”) in both launch and early operations, and ongoing
operations. General Atomics was granted authority by the Office of Engineering and
Technology for that network on November 1, 2018 for a period of three years. A copy of the
grant of authorization is attached.

        Although the launch of the OTB satellite was expected to occur earlier this year, the
launch has been delayed. Viasat therefore will be unable to commence operations of the earth
station by the December 14, 2018 deadline for commencing operations of the earth station with
OTB. Notably, Viasat has completed construction of the earth station, as well as the shielding to
mitigate potential interference to TV broadcast auxiliary service (“BAS”) licensees in the
vicinity, and has completed testing of the facility. That testing confirmed that the earth station is
capable of operation in accordance with its authorized parameters and that the shielding is
sufficient to protect BAS stations. However, because Viasat is unable to provide commercial
service and commence operations of the earth station with OTB until its customer’s satellite is
launched, Viasat will be unable to satisfy the December 14 deadline. Therefore, Viasat
respectfully requests that the license be modified to extend the deadline until December 14,
2019.

        In addition, Viasat respectfully requests action on the underlying modification application
to add the OTB satellite as a point of communication and to modify the technical parameters of
the earth station to allow Viasat to provide TT&C for the OTB satellite.
