Dear Ms. Dortch:

        On Wednesday, December 19, 2012, Diane Cornell and Chris Murphy of Inmarsat,
Inc. ("Inmarsat") and Giselle Creeser of GC Consulting Inc., met with the following staff
members of the International Bureau regarding the above—captioned application proceedings:
Andrea Kelly, Stephen Duall, Paul Blais, Hsing Liu, Alyssa Roberts, and Chip Fleming.1
During the meeting, the attendees discussed a numberof issues relating to Inmarsat‘s
proposed application for a gateway earth station license for its planned Global Xpress Ka                               ‘
band network and market access for its 15 F2 (AOR) satellite that will be located at 55° W.L.

        Inmarsat provided a general update on the status of the Global Xpress global satellite
system development progress, including information about recent partner agreements that
have been signed and anticipated demand for the type of services that Global Xpress will
provide. Inmarsat indicated that the program deployment continues to be on schedule and
that the licenses and authorizations that are under consideration at the Commission continue
to be critical for system implementation.                                                                           |

        Lino Lakes Earth Station. Inmarsat explained that the Lino Lakes, Minnesota gateway
earth station is now well under development and on time for commencement of operations.
Inmarsat discussed the pleadings that werefiled in response to the Commission Public Notice
and noted that the only party to file against the application was Iridium and that the filing did
not provide any technical showing that there were interference concerns with the Lino Lakes
earth station. In addition, Inmarsat explained that it is in coordination discussions with
Iridium about the Lino Lakes gateway earth station and thatit is hopeful that an agreement                          ‘
can be reached in the near term.                                                                                    |

        15 F2 (AOR) Satellite. Inmarsat also discussed the 15 F2 satellite construction status.
Inmarsat explained that the satellite construction continues to progress on schedule. Inmarsat
also explained that it intends to file a showing that the 15 F2 satellite has met the first three
milestones for geostationary satellites under 47 C.F. R. 25.164.
