Dear Ms. Dortch:

        On Wednesday, June 26, 2013, Diane Cornell and Chris Murphy of Inmarsat, Inc.
(“Inmarsat”) and Giselle Creeser of GC Consulting Inc., met with the following staff
members of the International Bureau regarding the above-captioned application proceedings:
Karl Kensinger, Andrea Kelly, Stephen Duall, Paul Blais, Alyssa Roberts, Joe Hill, Kathyrn
Medley, Chip Fleming, and Michael Corliss, Christopher Ogata. 1 During the meeting, the
attendees discussed a number of issues relating to Inmarsat’s proposed application for a
gateway earth station license for its planned Global Xpress Ka band network and market
access for its I5 F2 (AOR) satellite that will be located at 55° W.L.

         Inmarsat provided a general update on the status of the Global Xpress global satellite
development progress, including information about recent partner agreements that have been
signed and anticipated demand for the type of services that Global Xpress will provide.
Inmarsat indicated that the program deployment continues to be on schedule and that the
licenses and authorizations that are under consideration at the Commission continue to be
critical for system implementation.

        Lino Lakes Earth Station. Inmarsat explained that the Lino Lakes, Minnesota gateway
earth station is now well under development and on time for commencement of operations.
Inmarsat requested grant of a pending 30 day STA starting on Friday June 28, 2013 to
commence acceptance testing using carriers on the Anik F2 satellite. 2 Inmarsat also noted
the completion of Section 25.258 domestic coordination with Iridium Satellite LLC

(Iridium). 3 Inmarsat also reiterated that the only party to file against the application was
Iridium and that the filing did not provide any technical showing that there were interference
concerns with the Lino Lakes earth station. In addition, Inmarsat explained that it is in
international coordination discussions with Iridium about the Lino Lakes gateway earth
station and that it is hopeful that an agreement can be finalized in the near term.

       I5 F2 (AOR) Satellite. Inmarsat also discussed the I5 F2 satellite construction status.
Inmarsat explained that the satellite construction continues to progress on schedule. Inmarsat
informed the FCC staff members that international coordination of the I5 F2 satellite is
progressing well with other operators. Inmarsat also explained that it had filed a showing
with the Commission demonstrating that the I5 F2 satellite has met the first three milestones
for geostationary satellites under 47 C.F. R. §25.164 and reiterated its request that the bond
requirement for that satellite be reduced accordingly at the time that market access is
granted. 4
