2010-07-28 NASA+ITC_Lener_to FCC-27 Jly 2010.doc A Coordination Agreement Between the National Aeronautics and Space Administration (hereinafter "NASA" ) and Intellicom Technologies (hereinafter "ITC") for Operation of L3 Vehicle Mounted Earth Stations (VMES) in tbe 14.0 - 14.5 GHz-Band IT C (on behalf of L3) seeks to license and operate a Vehicle Mo unted Earth Stations (VMES) througho ut the Continental United Stat es (CONUS) in the 14.0 to 14. 5 GHz FSS band. ITC and NAS A have exchanged technical information and conduct d analyses over the past year or so and have draft ed a preliminary coo rdination agreement, but have not yet completed the agreement. The Coordination Agreement is being prepared in compliance with the ru les o f the Federal Communications Commission (FCC) and the National Teleco mmunications and Information Administration (NTIA). Prior to completion of the agreement ITC (o n behalfofL3) will avoid transmissions w ithin 125 km of the TDRSS earth stations listed in T able-I. The BP site has not yet beco me operational and is expected to commence operatio ns in abo ut 2.5 years. NAS A will notify rTC prior to BP operations and ITC will begin pro tecting this new site after BP operations have begun.
